Key figures: virtual office and contact person services in Estonia

• 12,576 active companies have one of the top-30 providers entered in the register as their contact person.
• About 16,600 is the sum of the 30 estimates once address-only clients are added. Roughly three quarters of that figure comes from direct contact person entries. A company can use one provider’s address and another’s contact person, so the lists overlap slightly and the sum is not the size of the whole market.
• 59% of all top-30 contact person appointments belong to the five providers with the most appointments.
• All 30 providers serve their clients from Tallinn addresses, 21 of them in the Kesklinn (city centre) district.
• 4,792 active companies are registered at the single most used address in the study, Sepapaja tn 6.

About this ranking of Estonian corporate service providers

E-residents alone have founded more than 44,000 Estonian companies, according to figures the e-Residency programme published in September 2026. Most companies managed from abroad buy a legal address, a contact person service or both from a local firm. Dozens of business service providers, virtual office firms and company formation agents offer these services, many of them listed on the official e-Residency Marketplace. Yet founders comparing e-Residency service providers have had no independent measure of who the biggest players are. Because every contact person appointment and every registered address in Estonia is public and machine-readable, all providers can be measured with one yardstick.

The ranking reflects two services, contact person and legal address, because these are the ones that leave a trace in the register. It also allows a cautious conclusion about company formation. A company that uses a provider’s address or contact person from its first day was, in most cases, registered with that provider’s help. A large client base for these two services therefore usually points to a comparable volume of company registrations.

All figures were calculated from the bulk files that the Centre of Registers and Information Systems (RIK) publishes on its open data download page. The Commercial Register itself, also known as the Estonian Business Register, is kept by the registration department of Tartu County Court. This is public, official data, independent of both the author and the providers being ranked: no figures were supplied by providers, and none come from Eesti Firma’s internal records.

How to read the ranking: contact person and legal address clients

Legal address and contact person: the two services behind the numbers

Every Estonian company, including the private limited company (OÜ) that most foreign founders choose, must have a registered legal address, also called a registered office or business address. A founder who lives abroad and has no office in Estonia usually rents one from a service provider, often under the name virtual office. A contact person (in Estonian, kontaktisik) is a local firm that receives official letters and court documents on the company’s behalf, a role comparable to a registered agent in some other countries. Only firms authorised by law may act as one, such as a licensed service provider, a notary or a law office. Both details are written into the Commercial Register for every company, and both are public. That is what makes this ranking possible: for each provider we can count the companies that name it as contact person and the companies registered at its address.

Only active companies are counted (status “entered into the register”), and only licensed trust and company service providers (TCSPs) are ranked. Where one provider works through several legal entities, their clients are added together and each client company is counted once.

Why there are two columns

If every client had a contact person entry, one column would be enough. But since 1 February 2023 a contact person is compulsory only when a company’s registered address is outside Estonia (Commercial Register Act, section 24(2)). A company that uses a provider’s Tallinn address does not have to appoint one, and many do not. Such a company is a real, paying client of the provider, yet it leaves no contact person entry.

So the ranking has two parts:

• Column 1, clients by contact person entry. A plain count from the register. It includes clients who also use the provider’s address.
• Column 2, additional address-only clients. Companies registered at the provider’s address that do not name it as contact person. This part is estimated, as explained next. Nobody is counted twice, so column 2 is not the provider’s total number of address clients, only those missing from column 1.

The estimated client base is the sum of the two. Providers are ordered by that figure; where two are equal, the order is alphabetical and means nothing.

How legal address clients are estimated

Everything depends on how precisely the provider’s address is written in the register.

If the address includes an office or room number, for example “Vesivärava tn 50-301”, it is treated as the provider’s own office, and the companies registered there are counted as its clients. Companies with no contact person at all are counted at 90%, because some of them have probably stopped being clients without ever changing their address.

Example: Eesti Firma. 449 companies name the group as contact person. At its office address, 672 active companies are registered. Of these, 331 are already among the 449, so they are not counted again. Two have a different contact person and are added in full. The remaining 339 have no contact person; one of them is the provider’s own company, which leaves 338, and 90% of 338 is 304. Column 2 is therefore 2 + 304 = 306, and the estimate is 449 + 306 = 755.

If the address is only a building, for example “Ahtri tn 12”, other firms and ordinary tenants use it too, so the provider cannot be credited with everyone there. The calculation has three steps:

1. The provider gets the same share of the companies without a contact person as it has among the companies with one.
2. That number is reduced according to the size of the building, because bigger buildings hold more unrelated tenants: 90% is kept for a small building, down to 25% for a very large business complex.
3. An allowance for former clients is applied: 90% in most cases, and lower where the pool of such companies is unusually large compared with the provider’s confirmed clients.

Example: E-Residency Hub. 2,513 companies name it as contact person. At Ahtri tn 12, 2,032 companies have some contact person, and for 2,026 of them it is E-Residency Hub, a share of 99.7%. Another 405 companies there have no contact person; one is the provider’s own, so 404 remain, and 99.7% of 404 is 403. The building is classed as large, so 40% is kept, which gives 161, and 90% of that is 145. Column 2 is 145, and the estimate is 2,513 + 145 = 2,658.

This is why figures based on an exact office are more dependable than figures based on a whole building: the first needs one assumption, the second needs three.

Is a large number of address-only clients a bad sign?

No. A company with a registered address in Estonia is under no obligation to appoint a contact person, and choosing not to buy that service is the client’s decision. Since the law changed in 2023, many newly formed companies take only the legal address. The balance between the two columns mostly reflects a provider’s client profile. Firms serving e-residents and other founders abroad tend to show more contact person entries. A higher share of address-only clients may point to customers who never needed a contact person, such as locally managed companies or clients of the provider’s accounting and other services. The register does not show which explanation applies, so the split is a description, not a judgement.

Why some providers with very few contact person entries are ranked

Three ranked providers hold very few contact person appointments: E Consult (13 entries, Kaupmehe tn 7-120); Finregister (15 entries, Tuukri tn 19-315); ESTLEGAL (2 entries, Seebi tn 1-1501). They are included for two reasons. Each uses an exact office address with a room number, so the companies registered there can be linked to that office. And each is a licensed provider for which a legal address is part of its regular business. Their clients appear in the register through the address rather than through contact person entries, and their estimates rest almost entirely on the exact office assumption.

What the ranking tells you about a provider, and what it does not

The figures show the approximate number of companies to which a provider delivers a contact person or legal address service. The link to company formation described at the start of this article is an inference, not a count: the register does not record who prepared a registration. The figures are not audited client numbers and not official market share statistics. This is a ranking of the largest providers by reach, not a list of the best ones: it says nothing about price, service quality or which e-Residency service provider suits a particular business.

What the data shows about the Estonian company formation market

Market concentration: E-Residency Hub, Xolo and Enty lead

The market for corporate services in Estonia is top-heavy: a handful of large e-Residency service providers and many small firms. E-Residency Hub is the largest provider on both measures, with 2,513 contact person appointments and an estimated client base of 2,658, followed by Xolo and Enty. Five providers hold 59% of the top-30 contact person appointments, and the ten largest account for about 77% of the combined estimated client base. Below tenth place the numbers fall quickly: the provider ranked 10th has an estimated 424 clients, the one ranked 20th has 161.

Two business models: appointment-led and virtual office-led providers

Some providers build their base mainly through contact person appointments. E-Residency Hub has 2,513 of them and Address in Estonia 1,346, and in both cases the address-only layer adds comparatively little. Others are virtual office-led: half of Xolo’s estimate comes from companies that use its building without a contact person entry. As explained above, neither pattern is better than the other.

Consolidation: who owns Unicount

Unicount OÜ, a well-known provider for e-residents, has been wholly owned by 1Office Group OÜ since 31 January 2025 and now operates from the same building at Narva mnt 5. In this study the two are treated as one service group with a combined estimate of 984. The consolidation is analytical: Unicount continues to trade under its own brand, with its own contracts and its own licence (FIU000315). On its own, Unicount OÜ is named as contact person by 40 active companies.

Tallinn’s busiest registered addresses

The study also shows where Estonian companies are registered on paper, in other words which virtual office addresses in Tallinn are the most heavily used. The list covers the main client addresses of the 30 ranked providers; the counts include every active company registered there, whoever serves it.

The leader of this list is not a tower: Sepapaja tn 6 is a two-storey historic limestone building in the Ülemiste City business campus, which is why the model classes it as a small building. Two of the buildings are the main address of two ranked providers at once, and all the buildings also house ordinary tenants, which is why the model never credits a shared building to a single firm. Two entries are single offices rather than buildings, which shows how many companies one virtual office can host.

Who stands behind each brand: legal entities, registry codes and addresses

The ranking is built on brands, because that is how clients know a provider, but the register knows only legal entities. For 24 of the 30 providers the brand is a single company, sometimes with a name quite different from the brand (Address in Estonia is Dalanta OÜ, Comistar is Premium Accounting OÜ, Incorporate is E-Advisors OÜ). The others work through a group of companies. In those cases the clients of all group entities were merged and counted once, and the group’s own companies were not counted as its clients.

The table gives the exact registered name and registry code of every company, the group’s licence numbers, the main client address and its type, so that every row can be checked in the e-Business Register. “Exact office” means the address includes an office number; the building size next to it is for information only.

Methodology: how each provider’s client base is estimated

The calculation is explained in plain terms, with two worked examples, in the section “How to read the ranking” above. This section lists the exact rules for readers who want to check or repeat it.

Source. Two open data files of the e-Business Register, downloaded from RIK’s open data page: the “Persons on registry card” dataset (ettevotja_rekvisiidid__kaardile_kantud_isikud.json), which contains the contact person entries, and the companies’ basic data (ettevotja_rekvisiidid__lihtandmed.csv), which contains each company’s status and registered address. The files were joined by registry code. Snapshot date: 20 September 2026. Of the 378,162 entities in the snapshot, 368,751 have the status “entered into the register”; only these are counted.

Which providers were considered. The starting point was the 193 legal entities that appear in the register as contact person. For each candidate the brand, the related group companies and the licence were then established. Only providers with a valid trust and company service provider licence are ranked (checked against the official licence extract on 21 September 2026).

Groups. Companies are combined into one group only where common ownership, the same kind of services and a working link between them are confirmed; a shared address or director alone is not enough. A group is calculated as a whole, so the same companies are never used twice.

Symbols used below. C is the number of active companies naming the provider as contact person. At the provider’s main address, U is the number of active companies with no contact person at all, B the number whose contact person is some other firm, and “own” the provider’s own group companies, which are always removed. W is the provider’s share of all contact person entries at that address, and P the part of U allocated to it.

Steps 1 and 2: base count and main address. C is a plain count of the provider’s contact person clients, wherever they are registered. The main address is the registered address that occurs most often among those clients. It comes from the clients’ records, not from the provider’s own registered office, and the two can differ: Address in Estonia’s office is at Pärnu mnt 105, while 93% of its clients are registered at Tartu mnt 67/1-13b. Addresses are compared in full, down to the office number. Where the register writes one building in several ways (for example Tornimäe tn 3 // 5 // 7), the variants are treated as one address; a building is never merged with a single office inside it.

Step 3a: exact office address.

Estimate = C + (B − own) + (U − own) × 0.90

In words: the base count, plus companies at the office that name a different firm in that role, plus 90% of the companies at the office that name nobody. A room number does not prove that the provider is the only firm using that address, nor that every company there still pays; this is an explicit assumption.

Step 3b: shared building address.

Estimate = C + P × KB × KA, where P = (U − own) × W

In words: the base count, plus the provider’s share of the companies in the building that name nobody, reduced by the building coefficient (KB) and the activity coefficient (KA).

The activity coefficient is a safety brake: the more companies without a contact person the model would hand to a provider compared with its confirmed clients, the more cautiously it counts them.

Rounding and order. Only the final address figure is rounded. Providers are ordered by the estimate. The ranking stops at 30; the boundary is tight, as the next provider has an estimate of 123 against 125 for 30th place.

Reproducibility. The calculation can be repeated by anyone from the same open data files. RIK replaces the files daily, so the author keeps an archived copy of the 20 September 2026 snapshot.

Limitations of a register-based provider ranking

• The register shows no contracts or payments. A company registered at an address may be a former client who never updated the register, or an ordinary tenant. The model discounts for this but cannot remove the uncertainty.
• The building size classes and the discounts are expert judgements, not measured values. They matter most for providers based in shared buildings.
• Only one main address is counted per provider, and providers were found through the contact person role. A firm whose clients are spread over several addresses is understated, and a firm that sells only an address and never appears as contact person may be missing altogether.
• Small differences between neighbouring places are within the margin of error. The ranking measures reach, not price, service quality or compliance, and it is not a recommendation of any provider.

How to check a service provider in the e-Business Register

Any company can be looked up free of charge in the e-Business Register: its registry card shows the registered address and the contact person, if one is appointed. The bulk files used for this ranking are published on RIK’s open data portal and refreshed daily. When choosing a company formation or virtual office provider in Estonia, size is one signal among several. It is also worth confirming in the public register of economic activities (MTR) that the firm is licensed to provide a legal address or act as a contact person.
